CDCN App Changes
CareAttend will replace CellTrak on January 1, 2025. Attendants can now view the training videos and get set up with the new app. Look for an email from Consumer Direct Care Network (CDCN) about upcoming training.
Attendant Hours
Effective September 1, 2024, Attendants who provide personal care or respite services are limited to working up to 16 hours per day. If the Member needs more than 16 hours per day of personal care or respite services, the Employer of Record (EOR) may choose another Attendant to work the remaining hours.

Sick Leave Update
The 2021 General Assembly passed HB2137 requiring employers of home health workers to provide paid sick leave benefits to essential employees who work an average of 20 hours per week or 90 hours per month.
Who qualifies for paid sick leave?
• Home care attendants that are employed by Medicaid members or their designee to provide consumer directed personal care,
respite care and companion services.
• Consumer-Directed care attendants who work an average of 20 hours per work week or at least 90 hours per month.
How will sick leave be earned?
• Qualified Consumer-Directed care attendants will earn 1 hour of sick leave per every 30 hours worked. • Attendants may earn
and use up to 40 hours of sick leave per fiscal year (July 1- June 30).
When will sick leave be effective?
• Sick leave will be available to use in November 2021 for eligible home care attendants.
• Sick leave will be applied automatically for eligible attendants - no additional steps are necessary for qualified attendants
to earn sick leave.
Overtime
Effective July 1 2021 attendant may work up to 16 hour per work week.
Attendants who do not live with member are eligible for overtime payments.
The attendant may not exceed the member's bi-weekly authorized hours.
Live In Exemption
Effective January 1, 2021 attendants who live with the member are eligible for the Electronic Visit Verification (EVV) Live-in Exemption.
If you are a live-in attendant, you will be required to provide proof of address. Forms of proof of address can include but are not limited to driver's license, voter registration card, banking statement, credit card statement, utility bill statement, or cell phone bill statement.​ ​

A plan created by and for an individual using Consumer-Directed (CD) services, regardless of the waiver, which identifies a family member, neighbor, friend, or paid employee who is willing and available to assist if the CD employee/attendant is unable to work as expected or leaves without notice.
The person receiving Medicaid waiver services/supports.
An Employer of Record (EOR) is a third-party service provider that takes on the legal responsibilities of employing workers on behalf of another company.
Fiscal Agent
The DMAS contractor responsible for paying the attendant ensures that payments are made within the approved service hours and adheres to all hiring and tax regulations on behalf of the individual acting as the employer/EOR of the attendant.
Managed Care Organization (MCO)
Managed Care Organizations (MCOs) are health plans that coordinate and provide a range of services for individuals who need long-term care.
Primary Care Giver
A primary caregiver for Medicaid services is typically an informal caregiver who provides essential care to a person who can no longer care for themselves. This care can include assistance with daily activities such as bathing, dressing, eating, and managing medications1.
Respite
Services provided to eligible individuals who are unable to care for themselves; provided on an episodic or routine basis because of the absence or need for relief of those unpaid persons or primary caregiver(s) normally providing the care.
Service Facilitator
The provider that is responsible for assisting the individual/EOR with the employer packet, hiring of an attendant, and coordination of other CD related services
